The Secretariat was a monthly meeting set up in May 1978 between UBCIC portfolio holders and top executives of the Department of Indian Affairs. The Secretariat held in March 1979 was attended by representatives from the Saanich School Board and the Okanagan Tribal Council. Concern about the Local Services Agreement reporting system and the subsequent postponement of the signing deadline were discussed, as well as the D.I.A. Information Services proposal of forming a resource centre. The resource centre would have been a costly duplication of resources, providing identical services to the UBCIC Resource Centre. The Saanich School Board also brought up their development of an alternative for school dropouts, expressing that funding should be provided by the D.I.A.
