Context

The Union of British Columbia Indian Chiefs Secretariat was set up in May of 1978 as a monthly meeting ground for the various DIA Departments and for all the UBCIC portfolios. The September meeting was significant because of the participation of the Central Interior Regional Council. Prior to this meeting the Council had been unable to make progress with the District DIA agents and so they used this meeting as a forum to get to the top people in the DIA.
