Context

There was a 20,000-gallon oil spill at Steveston Harbour, B.C in August 1977. The spill resulted in a 48-hour fishing closure, affecting 750 boats and devastating the community. First-hand accounts revealed that the efforts of the Government of Canada in containing the spill were not immediate and was not adequate for dealing with the rocky shoreline.
